The Dow Jones Industrial Average closed at 9792 on 9/16/09, as the stock market surged on a better then expected PPI number. The Dow Jones Futures started the day in the green but the stock market surged going into the afternoon. Shares of General Electric Company (NYSE:GE) helped the Dow Jones as the stock soared another 5.5% while Apple Inc. (AAPL) helped the Nasdaq. Tonight, Oracle Corp. (ORCL) will release earnings which could really move the stock market tomorrow. We will also take get a peak at the some employment data with the release of initial jobless claims tomorrow.

Freddie Mac (FRE) continues to fail at closing over the 10 day moving average. When this changes, I think you will see a nice gain to the upside. Support has been around $1.80 and this will need to keep holding.

Besides the 10 day moving average being resistance, I would be watching $1.96 and $2. I will be buying FRE when it closes over $2 for a trade. For more Technical Analysis - Go Here

1 and 3 Month Libor Rates 9/16/09 Today's Libor Rates

It seems as though everyone is watching Libor rates these days. Today's Libor Rates for 9/16/09, are: 1 Month Libor Rate - 0.244% & 3 Month Libor Rate - 0.292%. The overnight Libor rate is 0.219%. As you can see, Libor Rates have changed today, September 16, 2009. While the Overnight Libor stayed the same, the 1 Month Libor went higher and the 3 month libor went lower.

Nothing has really changed this week - Sirius XM Radio failed to close above $0.75 in August and pulled back to the $0.60 support level in September. As long as SIRI continues to close above $0.60, I like the stock. SIRI is now trading back over the 10 day moving average which is what you want to see if you own the stock. I plan to buy SIRI as soon as it closes back over $0.70 because this to me would be a sign of a new breakout. For more Technical Analysis - Go Here

CTIC continues to close under the 10 day moving average and has done so for the past 9 trading sessions. After the 10 day moving average, the next resistance level is located at $1.51. As soon as CTIC breaks above $1.51, I will be jumping into the stock for a trade.

On the downside, keep an eye on $1.18....a break below $1.18 would be very bearish and you would probably see $1.00 retested. I don't expect this to happen but you never know!

Citigroup stock tanked Tuesday after discussing how it intends to sell the 34% stake the government owns. The stock, which I have been avoiding because it trades below the 10 day moving average, broke the previous low of $4.30. There is a solid area of support located between $3.80-$3.90 which could cause a nice bounce if tested. I am waiting for Citigroup to close back over the 10 day moving average and then I will be buying aggressive once again. Until then, I will be watching. For more Technical Analysis - Go Here

Stocks to Buy 9/16/09 September 16, 2009

American Intl Group, Inc. (AIG) - AIG broke above $40.75 yesterday and continued the run Tuesday, topping out in the $43's. $40 is now support and if AIG is strong, it will continue to close over this level. I like pullbacks below $38 with a stop at $34.99. If AIG breaks $38, I will begin to scale back in but would be selling below $35. Also, keep an eye on Tuesday's high of $43.05. I'd be a buyer of AIG if it can break above that level.

Citigroup Inc (C:NYSE) - Citigroup broke the Sept low of $4.30 and hit $4.24 Tuesday. This is technically bearish and i'd be on the sidelines for now. It looks like Citigroup Inc. wants to get the Government off their backs by figuring out a way to take the stake out of their hands. Most likely, this would result in more dilution or the sale of a large block of stock. I would wait until after the sale takes place to buy. If you are a trader, buy Citigroup when it breaks back up through the High of the Day. I will have new Citigroup Technical Analysis tonight - Right Here

CEL-SCI Corp. (CVM) - Up on the following news - CEL-SCI's H1N1 Treatment and Vaccines Getting Some Attention From U.S. Government. CVM stock hit $1.82 which hasn't been seen since 2006. Keep an eye on this stock for Wednesday. Check out my CVM Technical Analysis.

Direxion Daily Financial Bear 3X Shares (FAZ)
Daily Finan. Bull 3X Shs(ETF)(FAS) - FAS is back over $80 again. I am watching resistance at $82.31 and then I think its off to the races. I will be buying FAZ for a trade if FAS breaks down through $77.61.

Las Vegas Sands Corp. (LVS) - LVS continues to soar after getting several major upgrades over the past two weeks. Most of these firms have price targets in the low to mid $20's. LVS will have some strong resistance at $20 so keep this in mind.

MGM Mirage (MGM) - MGM is running up with LVS as well. Keep an eye on the May 2009 high of $14.01. A close over $14.01 would be very bullish.

Chesapeake Energy Corporation (CHK) - CHK continues to run as Natural Gas soars. The next major resistance level I see is located at $30.

E*TRADE Financial Corporation (ETFC) - ETFC continues to inch higher, I will be buying a break above $2

Bank of America Corp ( BAC ) - Bank of America Corporation closed above the 10 day moving average on Monday and continue to trade over it on Tuesday. We could be looking at a trend change taking place. The next major resistance to watch is $18.24 and then I think the stock can run back into the $20's.

Hemispherx Biopharma, Inc. (HEB) - Would buy a break above $2.15
Cell Therapeutics, Inc. (CTIC) - Would buy a break above $1.51
SIRIUS XM Radio Inc. (SIRI) - Would buy a break above $0.70
Fannie Mae (FNM) - Would buy a break above $1.86
Freddie Mac (FRE) - Would buy a break above $ 1.97
Ambac Financial Group, Inc. (ABK) - Would buy a break above resistance at $2.00
